I think in this case it's fairest to assume that the tits are commensurate with general body size. That is in these examples, #6 has the biggest jugs while #5 has none. And the others get their equal shares in between according to their overall size as seen from behind.

Working from that rough scale the pick is #3 for me.
#1 looks great but won't have much of a rack. #2 is pretty good but appears like she's a Debs donut serve away from ballooning.
